Krishna and His energy are fully present in the sound of the mantra, so even if we don't know the language or intellectually understand how it works, by coming in touch with Krishna we'll become happy, and our life will become sublime.
As for the word "Hare" it's a call to Krishna's divine energy. Just as the sun shines forth to us through its energies like heat and light, the Supreme reveals Himself through His multitude of energies. If the Supreme is the source of everything, then whatever we see--and even what we don't see-- belongs to the energy of the Supreme. Jai Shree Krishna!
Lord Krsna is as splendid as the darkened sky. He is like a moon shining in Vrndavana, surrounded by the stars of the gopas and the splendid white moonlight of the cows. (Rupa Goswami, Lalita-madhava, Act 1, scene 1, text 56)
In the spiritual moonlight ocean of perfect love and bliss is a wonderful island. In that island is the forest of Vrndavana. In that forest of Vrndavana is a wonderful fair and dark young couple. (Prabodhananda Sarasvati, Vrndavana mahimamrta, Sataka 2 text 31)

Kartik is the eighth month in a traditional Hindu calendar followed in North India and most of the month-long rituals are dedicated to Lord Krishna. Kartik month is considered highly auspicious by both Lord Vishnu and Lord Shiva devotees. The importance of Kartik month is mentioned in the Skanda and Padma Purana. The most important ritual in the month is taking bath before sunrise in River Ganga known as Kartik Snan. It must be noted that there is no major monthly fast but women observe certain food restrictions.
In some regions after the ritual bath in the morning, women make idol of Lord Krishna and other gods in Hindu pantheon and worship them.
Women consider themselves as Gopis in Vrindavan and worship Lord Krishna in the month. During the first fortnight of the month women consider Lord Krishna as a child and sing him lullabies and worship Him in His child form. During the second half of the fortnight Lord Krishna is worshipped as a young man and women perform the Tulsi Vivah during the last four days of the month.
Another important part of the month-long Kartik month rituals include reading Kartik Mahatmaya (glory of Kartik month) from Padma Purana and Skanda Purana.
The month is also noted for numerous fasts and rituals including Karva chauth, Govatsa Dwadasi, Govardhan Puja, Annakut, Nag Nathaiya, Chath Puja, Gopashtami, Tulsi Vivah and Kartik Purnima.
