BG Chap 4 - Reason people worship other gods

Even though Kṛṣṇa gives everyone whatever they want, we still see people worshipping other gods to fulfill their desires. Those desiring results from their work worship the demigods (devatās), for such results as going to heavenly planets (Svarga) come quickly. Those who are full of desire give up the path of bhakti even though it is coming directly from Kṛṣṇa and follow the path of karma which gives quick results. The karmīs hanker for results to their actions and thus they worship devatās such as Indra, who can give temporary things in small quantity. They do not worship Kṛṣṇa, the master of the devatās, who can give eternal bliss when one performs unattached action (niṣkāma karma).

The result in the form of liberation, from knowing Kṛṣṇa thru worship by niṣkāma karma, comes slowly. Thus even the person who has attained discrimination of the temporary and is fearful of suffering in this world does not worship Kṛṣṇa through niṣkāma-karma, in order to extinguish his suffering. In other words, such qualification for worship is very rare. One who worships Kṛṣṇa for material benefits obtains his desires, but Kṛṣṇa first purifies his heart. The purification may take time, and therefore the material reward may be delayed. Once the reward is achieved, however, the devotee usually no longer wants it. Thus the paths of bhakti and jñāna give liberation but the path of karma leads to bondage.

I like the fact that Krishna

I like the fact that Krishna makes it clear in the Gita that those who are listening to his word and taking it serious, are to be considered intelligent. He respects the intelligence of his devotees, and generally trusts that in the end we will make the right choices. Not all religions do this.

Those whose minds are distorted by material desires surrender unto demigods and follow the particular rules and regulations of worship according to their own natures.
I am in everyone's heart as the Supersoul. As soon as one desires to worship the demigods, I make his faith steady so that he can devote himself to some particular deity.
Endowed with such a faith, he seeks favors of a particular demigod and obtains his desires. But in actuality these benefits are bestowed by Me alone.
Men of small intelligence worship the demigods, and their fruits are limited and temporary. Those who worship the demigods go to the planets of the demigods, but My devotees ultimately reach My supreme planet.

Bhagavad Gita 7:20-23

This is why in ch. 18 of the Gita, Krishna forbids us from sharing Krishna Consciousness with people who are not devotees or who are hostile to the process. Not everyone has the same level of intelligence ... and unintelligent people who try to be devotees of Krishna may do more harm than good to the true dharma.

Dharma is a natural byproduct of being human. Regardless of what religion or process one engages in, it's a universal law that EVERYONE worships according to his NATURE and tendencies. This explains terrorism, it explains how Bin Laden and Rumi could have said to practice the same religion but performed completely different activities, etc. It explains many kinds of religious phenomena very clearly and scientifically. And this teaching also ultimately sets the ground for the appropriate understanding of the need for religious tolerance: it's pointless to try to make someone worship outside of what is natural to them.

Krishna's mercy

Hare Krishna. Yes, Krishna trusts all souls and thus has given us independence to surrender unto Him whenever we are ready. It is Krishna's all inclusive compassion that He accepts also the worship of the demigods who are just portions of Krishna's divine power. Thus He makes their faith steady so that they can devote themselves to the particular demigod they worship. Of course, He also warns such worship is less intelligent and it is better to approach Him directly thru the process of bhakti yoga.

The path of devotion to Krishna is open to all. It is not that the unintelligent cannot be devotees of Krishna. Just being devotee of Krishna shows their intelligence. And if one is sincere, Krishna says He gives them intelligence (buddhi yoga) by which they can approach Him.

Lord Kapila explains in 3rd canto about how bhakti yoga is also in the three modes of material nature. Now we know from Krishna in BG that bhakti yoga is beyond the three modes (brahma bhuta prasannatma...mad bhaktim labhate param). Visvanatha Cakravarti Thakura explains that bhakti yoga is said to be in the three modes because of the practitioners and not because of bhakti itself. So one in the mode of ignorance will bring his nature when he practices bhakti yoga and claim that he is following the highest dharma by doing God's will.

But the terrorists who kill innocent people are certainly not worshipping Krishna who is the complete manifestation of Godhead and who is the very form of mercy. They worship a lesser form of God, and in that sense you are right - their form of worship is according to their nature.
